Malta is heading into a new era, and it’s crucial that you take the lead. We’re aiming for a future where our communities are vibrant and genuine, not downtrodden and lifeless. A place where work pays and inspires our youth to make the country more beautiful.
Right now, things might seem bleak and discouraging. But even though I sometimes feel angry and frustrated, I haven’t lost hope—not even a little bit. Europe too can help in making Malta more beautiful. With my experience as the Secretary General of one of the four largest parties in the European Parliament for over six years, I know what we need to do to achieve this.

In addition to the bus, numerous pedestrians and private vehicles were passing beneath the dangerous suspended load. This egregious act not only poses an imminent threat to public safety and life but also constitutes multiple serious violations of Maltese planning, occupational safety, environmental, and construction laws.Video proof of the incident is attached to this communication. Similar dangerous practices have been observed in the weeks prior, indicating a consistent pattern of unsafe and unlawful behaviour at this site.1. Breach of Sunday Construction BanUnder Subsidiary Legislation 623.08, and in line with accepted practices enforced by the Building and Construction Authority (BCA), construction works involving demolition, excavation, and noisy operations are strictly prohibited on Sundays and public holidays. This restriction is critical to safeguard public peace, worker welfare, and residential amenity. The act of operating heavy cranes on a Sunday is a blatant and prosecutable offence.2. Violation of Summer Excavation Ban in Tourist ZonesSt George’s Bay is an officially recognized tourist area under the seasonal construction ban jointly administered by the BCA and the Malta Tourism Authority, effective annually from 15 June to 30 September. During this period, any excavation, demolition, or heavy-duty structural work is strictly prohibited to preserve the touristic value and public welfare. The DB Group’s activity on 13 July falls squarely within this prohibited window.3. Breach of Site-Specific Construction Management Plan (CMP)All development permissions issued by the Planning Authority are contingent upon a Construction Management Plan (CMP) approved under the Development Planning (Procedure for Applications and their Determination) Regulations (S.L. 552.13). These CMPs impose strict conditions on crane operations, traffic management, public safety measures, and dust control. Suspending iron beams above a moving public bus, private vehicles, and pedestrians violates all fundamental CMP safety principles, particularly those mandating risk mitigation and third-party protection.4. Public Endangerment and Civil LiabilityThe incident constitutes a prima facie breach of Article 1045 of the Civil Code, which holds liable any person who, through negligence or imprudence, causes damage or danger to others. In this case, the DB Group and any responsible contractor could be civilly liable for creating a life-threatening hazard.5. Health and Environmental BreachesThe ongoing dust generation from the DB site continues to degrade air quality for the entire St George’s Bay community, in breach of the new sanitary and environmental regulations introduced in February 2025 which mandate dust suppression, water sprinkling, and enclosure of particulate-generating operations. These practices are not being observed.Demand for Immediate ActionIn light of the above violations, the undersigned and the wider community demand that the BCA, the Planning Authority, and relevant authorities take the following actions:Immediate suspension of all works at the DB St George’s Bay site pending a full investigation.Inspection and enforcement for violations of S.L. 552.13, S.L. 623.08, CMP conditions, and public safety standards.Sanctions or prosecution under Article 80 of the Development Planning Act and the Civil Code for public endangerment.Publication of enforcement actions taken, for transparency and deterrence.Call for Political Oversight and Media ScrutinyWe call upon the Prime Minister, Minister for the Environment and Planning, and media stakeholders to address this abuse of law and governance that endangers public safety in one of Malta’s most frequented tourist zones. The failure to enforce basic planning law undermines national credibility, public trust, and the rule of law.This is not an isolated lapse—it is the culmination of unchecked overdevelopment, impunity, and disregard for community wellbeing.We, the citizens, have had enough of hazardous construction, negligence by authorities, and impunity by powerful developers.
