Malta is heading into a new era, and it’s crucial that you take the lead. We’re aiming for a future where our communities are vibrant and genuine, not downtrodden and lifeless. A place where work pays and inspires our youth to make the country more beautiful.

Right now, things might seem bleak and discouraging. But even though I sometimes feel angry and frustrated, I haven’t lost hope—not even a little bit. Europe too can help in making Malta more beautiful. With my experience as the Secretary General of one of the four largest parties in the European Parliament for over six years, I know what we need to do to achieve this.

RESOLUTION NO. 2026/1BOP/RES/2026/122 January 2026BY THE AUTHORITY OF THE BOARD OF PEACEThe undersigned, being the Chairman of the Board of Peace, does hereby certify that the following resolution was adopted at a duly held meeting on January 22, 2026:Recalling President Donald J. All transitional legislative and executive authority, emergency powers, and the administration of justice are vested in the Board of Peace.1.2 The Board of Peace may exercise all power and authorities it deems necessary and appropriate to implement the Comprehensive Plan, including, but not limited to (a) issuing resolutions and directives; (b) establishing subcommittees and subsidiary entities, such as an Office of the High Representative for Gaza, the National Committee for the Administration of Gaza (NCAG), and local police authorized by the High Representative; (c) coordinating reconstruction and development in Gaza; (d) overseeing and providing strategic guidance to a temporary International Stabilization Force (“ISF”), along with demilitarization and security cooperation by and with that Force; (e) coordinating the deradicalization process and humanitarian relief in Gaza; (f) engaging donors, approving budgets, and administering financial mechanisms; (g) concluding any necessary international agreements with States or international organizations as may be required to implement the Comprehensive Plan; (h) opening bank accounts and establishing appropriate financial controls; (i) entering into such other agreements, arrangements, or contracts as may be required to implement the Comprehensive Plan; (j) monitoring and seeking to assure compliance with the Comprehensive Plan; and (k) undertaking any such additional tasks as may be necessary to support and implement the Comprehensive Plan.1.3 The Board of Peace may delegate any of its authorities and powers as it deems appropriate to such subsidiary entities and executive officials as it may establish, including the Executive Board, the High Representative for Gaza, and the International Stabilization Force Commander, and to such other persons as the Chairman may designate.1.4 Membership in the Board of Peace is free, and contributions are voluntary.Section 2 – The Executive Board2.1 The Executive Board shall have the same authority, powers, and ability to make all delegations necessary and appropriate to carry out the Comprehensive Plan as the Board of Peace, subject to direction and control by the Chairman. The High Representative is delegated the power and authority to: (a) establish the Office of the High Representative; (b) issue orders and directives to implement the Comprehensive Plan; (c) form the NCAG, as a vetted, technocratic, apolitical committee of competent and qualified Palestinians from the Gaza Strip, and authorize, direct, and supervise all its activities and day-to-day operations; (d) supervise the police force in Gaza; (e) supervise the administration, delivery, and non-diversion of humanitarian aid in Gaza; (f) manage the reconstruction and redevelopment of Gaza; (g) appoint and/or remove persons performing civil governance and administration of justice functions; (h) supervise the personnel, budget, spending, and operations of the Office of the High Representative, subject to the Executive Board’s general oversight; and (i) exercise such other power and authority as the Executive Board may approve or direct.4.3 The High Representative shall report to the Executive Board on his activities and decisions on a monthly basis. Decisions, directives, and orders by the High Representative are effective upon issuance, subject to review by the Executive Board.4.4 The High Representative shall coordinate with the ISF as necessary.4.5 The Chairman hereby nominates H.E. Nickolay Mladenov as the inaugural High Representative.4.6 The High Representative shall be removable by the Chairman or by a majority vote of the Executive Board.Section 5 – The International Stabilization ForceThe ISF will be headed by a designated lead nation’s Force Commander, who is nominated by the lead nation and approved by the Chairman. The Chairman hereby designates the United States as the inaugural lead nation and appoints Major General Jasper Jeffers as the inaugural Force Commander. The ISF will carry out its mission in the Comprehensive Plan, as endorsed by Security Council Resolution 2803, under such strategic guidance as the Chairman may provide. The Force Commander shall have operational authority over the ISF and shall coordinate with the High Representative as necessary. Any subsequent lead nation, and rotation thereof, shall be approved by the Chairman. The Chairman maintains sole authority to approve any nation’s nominee for Force Commander and to replace the Force Commander at will.Section 6 – National Committee for the Administration of Gaza (NCAG)The NCAG shall provide civil service, administration, and other governance functions in Gaza, as authorized, directed, and supervised by the Office of the High Representative for Gaza. In exercising their functions, the members of NCAG and all persons undertaking public duties or holding public office in Gaza on its behalf shall act in accordance with the Comprehensive Plan and the resolutions or directives, as applicable, of the Board of Peace, the Executive Board, and the High Representative, and shall not discriminate in favor of or against any person on the basis of sex, race, color, language, religion, ethnic, or social origin. The NCAG will be led by Dr. Ali Sha’ath, a widely respected technocratic leader.Section 7 – Resolutions7.1 The Board, the Executive Board, and the High Representative are hereby authorized to issue (and, as necessary or warranted, to modify or repeal) such resolutions, directives or orders as may be necessary to implement the Comprehensive Plan. All such resolutions, directives or orders shall not bind Member States outside the jurisdiction of the territory of Gaza and are subject to suspension by the Chairman in urgent cases.7.2 The Board’s resolutions shall be approved and signed by the Chairman and enter into force on the date specified therein. They shall be issued in English and posted on the Board’s website. The Board’s resolutions shall bear the symbol BOP/RES/, followed by the year of issuance and the issuance number of that year.7.3 The Executive Board and the Office of the High Representative’s resolutions, directives, or orders shall be issued under such procedures, terms and conditions as may be established by them.Section 8 – Governance Principles for New Gaza8.1 The civil and criminal laws applicable in Gaza on Oct. 10, 2025 shall continue to apply to the extent they do not conflict with international law and non-discrimination standards referred to in Section 5 or the Comprehensive Plan; do not seek to maintain or perpetuate a state of hostilities; and do not conflict with any future resolution, directive, or order of the Board and its subsidiary entities. The Executive Board and the Office of the High Representative shall have the authority to enact new law, or modify or repeal prior laws, as necessary and appropriate for the implementation of the Comprehensive Plan and this Resolution.8.2 To create a deradicalized terror-free Gaza that poses no threat to its neighbors and is redeveloped for the benefit of the people of Gaza as the Comprehensive Plan directs, only those persons who support and act consistently therewith will be eligible to participate in governance, reconstruction, economic development, or humanitarian assistance activities in Gaza. For example, persons or entities such as foreign terrorist organizations (as designated by the Board of Peace Member States or the Board of Peace), and nongovernmental organizations that have supported or have a demonstrated history of collaboration, infiltration or influence with or by Hamas or other terror groups are barred from participation. The Executive Board and the High Representative shallby resolution and decree create appropriate eligibility standards for participation in the development of New Gaza and apply those on a case-by-case basis, subject to the Chairman’s concurrence.8.3 The people of Gaza shall be encouraged to take advantage of this opportunity to build a prosperous and peaceful New Gaza, and the reconstruction and rehabilitation activities of the Board shall be dedicated solely to those who regard Gaza as their home and place of residence. No one will be forced to leave Gaza. Those who wish to leave will be free to do so and free to return to Gaza.8.4 There shall be established humanitarian zones and controlled civilian-protection corridors so that humanitarian assistance may freely reach all the needy people of Gaza. Access to these zones will be limited to persons approved by the Executive Board and the High Representative; they will be patrolled by the ISF and free of unauthorized weapons or armed activity.
